Higher Education Minister Buti Manamela has admitted that the terms of reference, including the remuneration of NSFAS administrator Prof. Hlengani Mathebula, have not yet been approved by National Treasury. Manamela appeared before Parliament to update on NSFAS’ stabilisation plan, but some MPs accused him of evading questions. Portfolio Committee on Higher Education chairperson Tebogo Letsie weighs in.
