Florida’s modern gerrymandering battle cannot be fully understood without understanding the long shadow of Jim Crow.

After slavery ended, Southern states created systems designed to weaken Black political power while technically claiming elections were still “legal.” Poll taxes, literacy tests, racial terror, segregated institutions, voter intimidation, and manipulated district lines became tools used to control representation and maintain political dominance.

Today, critics argue that some modern redistricting strategies function similarly, not through openly racist language, but through map manipulation that can fracture Black voting communities, dilute urban voting strength, and reduce minority influence in Congress and state legislatures.

Florida became a national flashpoint after Governor Ron DeSantis pushed aggressively for new congressional maps that opponents say weakened Black representation, particularly in North Florida. One of the most controversial changes involved dismantling a district that previously gave Black voters a stronger opportunity to elect a candidate of their choice. Civil rights groups and voting rights advocates argued the maps violated the spirit and protections of the Voting Rights Act and ignored the realities of racial voting patterns in the South.

Supporters of the maps claim the districts are race neutral and constitutional. Opponents argue that ignoring race in a society still shaped by segregation and unequal systems does not magically create fairness. They argue that “colorblind” policies can still produce unequal outcomes when historical inequalities remain deeply embedded in housing, education, wealth, and voting patterns.

This is why so many Americans continue debating whether modern gerrymandering is simply politics as usual or whether it represents a continuation of older systems that historically denied Black Americans equal political representation.

The fight over Florida’s maps is about more than lines on paper. It is about who has power, whose communities remain united, whose votes carry influence, and whether democracy reflects the people equally.
