Arkansas, Texas and Florida already block what a benefit card may buy right at the scanner. Under the Treasury's proposed rule, licensing for dollar tokens takes effect on January 18, 2027, and a licensed issuer must run monitoring, reporting, tracking and freezing capabilities. Freezing now belongs to the license, not to a judge.
